putin imposed “martial law” in occupied Ukrainian territories

What happened? The President of the russian federation, vladimir putin, declared martial law in Ukrainian territories occupied by russia.

Details. The decree on the introduction of martial law in four oblasts of Ukraine occupied by russia was published on the kremlin's website. It was allegedly adopted due to the fact that “armed force is used against the territorial integrity of the russian federation.”

According to the federal law, the following measures are introduced:

• strengthening of protection of public order, protection of military and special facilities;
• evacuation of people to safe areas and evacuation of objects of economic and social importance;
• citizens can be involved in the performance of works for the needs of defence, restoration of economic objects, life support systems and military objects;
• introduction of curfew;
• confiscation of property from citizens and organisations necessary for defence needs, with payment of its cost.

In addition, Mr. putin introduced an increased security mode in the regions bordering Ukraine – Crimea, Sevastopol, Krasnodar Krai, Belgorod, Briansk, Voronezh, Kursk, and Rostov oblasts.

In these regions, it is assumed:

• temporary relocation of residents to safe areas with mandatory provision of permanent or temporary housing to them;
• introduction of a special regime for entering and leaving the territory, as well as restricting freedom of movement through it;
• restricting the movement of vehicles and carrying out their inspection.

It is also reported that the government of the russian federation, on the instructions of putin, will create a special coordination council headed by Prime Minister Mikhail Mishustin to “coordinate work on improving security.”

Mr. putin's press secretary, Dmitriy Peskov, said that against the background of the news, russia “does not plan” to close the borders and no additional travel restrictions will be introduced.
