The National Commission for State Regulation of Energy and Public Utilities (NEURC) has made a final decision on the certification of Ukrtransgs as a gas storage operator.
The decision was unanimously supported at a meeting of the regulator, which was broadcast on YouTube.
It is reported that the Energy Community Secretariat issued a conclusion on 31 March that Ukrtransgas complies with the provisions of Article 3A of Regulation (EU) No. 715/2009, and that "there is no risk to security of supply at the national or Energy Community level caused by the ownership, supply or other business relations of Ukrtransgas, as well as other facts and circumstances".
The NEURC obliged the company to take measures aimed at concluding with the Ministry of Energy or another state body designated by the Cabinet of Ministers an appropriate agreement for the use of state property necessary for Ukrtransgas to carry out its business activities in the field of natural gas storage.
In addition, the company must promptly notify the NEURC and the Ministry of Energy of changes in the state of economic relations or receipt of requests from business entities whose ultimate beneficial owners are citizens or residents of the aggressor state (occupying state) regarding "pumping (withdrawal) of natural gas from gas storage facilities or declaration of natural gas transported across the customs border of Ukraine".
100% of Ukrtransgas is owned by Naftogaz of Ukraine, which, in turn, is owned by the state and managed by the Cabinet of Ministers.
