The Russian State Duma has passed in the third and final reading the law on electronic subpoenas and a unified register of persons liable for military service. Deputies approved it almost unanimously: "394 people voted in favor, one abstained, and there were no votes against.
The law gives equal legal force to electronic and paper summonses and introduces a single electronic register of persons liable for military service.
According to the new rules, it will be impossible to avoid receiving a call-up. Even if it is not seen or ignored, it is automatically entered into the register and is considered served seven days after it is posted there.
A summons in electronic form is considered served from the moment it is posted in the citizen's personal account on the relevant information resource, the law says.
From that date, the person liable for military service will be banned from leaving Russia.
Then he must report to the military enlistment office within 20 calendar days, otherwise he will be restricted in other rights. In particular, those who evade service will not be able to conduct real estate transactions, and will lose the right to use a car, obtain loans and register as an individual entrepreneur or self-employed.
