The Hague-based Global Rights Compliance Foundation, which employs experts in international humanitarian and development law, has released a report that provides evidence that Russia planned to steal Ukrainian food in advance.

In particular, the document states that in December 2021, a contractor of the Russian Ministry of Defense began purchasing grain trucks, as well as three dry cargo ships, lawyers write. When the invasion began, Russian troops began seizing grain elevators and the transportation infrastructure that serves them as early as March, the report states. The export of grain from the occupied territories of Ukraine reached 12 thousand tons per day.
The GRC intends to submit the collected materials to the International Criminal Court, which is also located in The Hague.
