On Saturday, October 1, 2022, the U.S. Lend-Lease Law for Ukraine entered into force. This was announced by the Head of the Verkhovna Rada of Ukraine, Ruslan Stefanchuk.
“Today the U.S. law on Lend-Lease for Ukraine entered into force. And this means more weapons, different and of high quality. Ukraine will definitely get all its territories back,” Mr Stefanchuk wrote on Twitter.
The Head of the Office of the President of Ukraine, Andriy Yermak, thanked U.S. President Joe Biden and the American people “for this powerful step for protection of democracy.”
Lend-Lease is a programme of large-scale supply of military vehicles and equipment to allies for lease or long-term credit. The United States has used this procedure for the first time since it helped defeat Hitler in World War II.
On April 6, 2022, the U.S. Senate unanimously approved the resumption of a World War II-era programme known as Lend-Lease.
During the time of President Franklin Roosevelt, the programme made it possible to provide the countries of the anti-Hitler coalition with all the necessary military ammunition and other material and technical means on the terms of “use” with post-payment after victory.
The Senate granted the same rights to President Joe Biden. This provides for the possibility of supplying weapons to the Ukrainian army, avoiding unnecessary bureaucratic formalities.
In other words, the U.S. president will have the right to supply Ukraine with weapons without coordination with the parliament. Applications from the Ukrainian side have already been sent.
It should be recalled that the U.S. President Joe Biden signed the draft law on Lend-Lease for Ukraine on May 9.
