What happened? Ukraine's $17 billion rapid recovery plan includes decentralisation of the energy system.

Source. Denys Shmyhal, Prime Minister of Ukraine, at the forum on the rapid recovery of Ukraine in Luxembourg, Interfax-Ukraine reports.

Details. In general, the rapid recovery plan includes 5 points:

• restoration and decentralisation of energy system: after 13 massive and dozens of local attacks, more than 400 critical infrastructure facilities within the Ukrainian power network have been damaged or destroyed;
• reconstruction of residential buildings: currently, losses in this sector amount to more than $55 billion with more than 150,000 residential buildings destroyed;
• demining: the process can take 5 years or more, the government, however, plans to do it faster;
• restoration of critical social infrastructure – roads, bridges, schools, hospitals, etc;
• assistance to private business: indirect losses in this sector amounted to $33 billion last year.

Mr. Shmyhal pointed out that along with covering the state budget deficit, Ukraine also hoped to attract donor funds to implement the rapid recovery plan.
