The Cabinet of Ministers of Ukraine has submitted to the Parliament Bill No. 9079 on state reserves. The text of the draft law and accompanying documents were published on 6 March on the website of the Verkhovna Rada.
"The current principles of functioning of the state material reserve, the procedure for its formation and use are based on outdated principles, the formation and use of the state reserve is carried out without a defined strategy for its development... Maintaining the state reserve stocks in good condition is an important factor in ensuring national and economic security," the explanatory note says.
It is proposed to distinguish between the state material and mobilisation reserves: the balance holders will be identified, and the available values will be checked; an automated database will be created for storage, protection, accounting, search, summarisation of information, and reporting; the central executive body implementing state policy in the field of state reserves will be exempt from paying court fees. At the same time, it is proposed to strengthen the responsibility of business entities by introducing sanctions.
In addition, the document refers to the possibility of storing fuel in European countries. Besides, the government proposes to stipulate that the decision to impose financial sanctions is an executive document.
