Defence Ministry comments on why demobilisation was excluded from the draft law
The Rada instructed the Ministry of Defence and the General Staff to develop a separate draft law within eight months

The Ministry of Defence intends to develop a separate draft law on demobilisation and rotation. It wants to take into account all the threats and risks that the frontline may face.

According to him, the General Staff initiated the exclusion of provisions on demobilisation from the government's draft law. They believe that this will help avoid "hasty decisions".
"There were wishes from the General Staff, which understands the operational situation, threats and risks facing the state. We cannot make hasty decisions now. It is clear that there are a lot of populist opinions now. But we need to understand that the escalation of Russian aggression continues," Lazutkin said.
He added that the Defence Committee of the Rada has instructed the Ministry of Defence and the General Staff to develop a separate bill within eight months.
"The General Staff obviously has the full picture and the full situation and prospects. We have to build on all scenarios, including the not-so-optimistic ones. We are weighing up all the options to ensure that there is no weakening of Ukraine's defence," the Defence Ministry spokesman said.
The day before, the Verkhovna Rada Committee on National Security and Defence excluded the provisions on demobilisation and rotation of military personnel from the government's draft law on mobilisation. According to media reports, this request was made by the Commander-in-Chief of the Armed Forces of Ukraine, Oleksandr Syrskyi.
Background. As a reminder, the Verkhovna Rada has begun considering amendments to the draft law on mobilisation in the second reading, with the final number of amendments reaching 4,294.
