"It is obvious that Putin is coming out of this crisis weaker. But a weak Putin is a great danger. Therefore, we need to understand the consequences very well... Putin has lost his monopoly on the use of force, and of course, an unstable Russia is a big risk," Borrell said before the EU leaders' summit in Brussels.

Borrell suggested that Putin will soon start fighting people within the system whose loyalty is in doubt.

The main thing, according to the head of European diplomacy, is to continue supporting Ukraine, so he will ask the leaders to continue funding the European Peace Fund, which, among other things, finances military aid for Ukraine.

"We are talking about security commitments. This means that military support for Ukraine should be long-term – during the war and after the war," Borrell said.

"Therefore, the European Peace Fund for Ukraine may have to become the Defense Fund for Ukraine – training (of the military) should continue, modernization of the army should continue," he said.
