Over half of local budget revenues in the first half were made up of personal income tax – MoF

Personal income tax totalled 145.4bln UAH

Throughout the first half of 2023, the general fund of local budgets received 218.3 billion UAH, which is 42.5 billion UAH higher than the figures for the same period in 2022.

This was reported by the Ministry of Finance of Ukraine.

In particular, the main revenues of the general fund of local budgets (excluding inter-budgetary transfers) for the first half of 2023 were as follows:

"Significant growth in the revenues of the general fund of local budgets has been recorded in the following oblasts: Chernihiv (+45.9%), Zhytomyr (+45.7%), Kyiv (+45.3%), Zakarpattia (+39.2%), Chernivtsi (+36.8%)," the ministry reports.

The increase in revenues in these areas is associated with the fact that these regions have mainly attracted internally displaced persons and businesses from territories where military operations are being or have been conducted, or from territories that were or are temporarily occupied by the Armed Forces of the russian federation, the ministry explains.

In addition, as the Ministry of Finance notes, the lowest level of revenue for the general fund of local budgets was found in oblasts under the influence of active military operations or temporarily occupied by the Armed Forces of the russian federation, especially in Donetsk, Zaporizhzhia, Luhansk, and Kherson oblasts.

"Despite the war of the russian federation against Ukraine, thanks to the rapid adaptation of state authorities and local self-government bodies, it was possible to ensure the execution and increase in revenues of the general fund of local budgets by +24.2% more compared to the first half of 2022," the ministry states.

Background. Earlier, Mind reported that expenditures from the general fund of the state budget in May had reached 277.7 billion UAH.
