Regarding the Customs Office, there is an issue with adjusting the customs value

The Business Ombudsman Council receives the most complaints from businesses regarding the operation of the tax service. Most often, Ukrainian entrepreneurs complain about the blocking of tax invoices in the VAT system, risk assessment criteria monitoring system, and the non-fulfilment of court decisions.

This was reported by Ukrainian Business Ombudsman Roman Vashchuk in an interview with Mind.

Regarding the operation of Customs, there is an issue with adjusting the customs value, as Vashchuk points out. By all rules, Customs should simply accept the documentation provided by the exporter/importer (unless, of course, there are significant doubts/inappropriateness), and not determine the value of the goods themselves.

"However, despite their overload, this body finds time to unilaterally determine the value of goods. We often receive complaints where importers submit a whole package of documents, certified by EU customs authorities, which includes the product's codification, its value, etc., but Ukrainian customs officers somehow change the product codes...," says Vashchuk.

Background. Since its establishment in May 2015, the Business Ombudsman Council has returned nearly 25 billion UAH to Ukrainian businesses. These are cancelled fines, implemented court decisions, state payments for contracts, etc.
