Zelensky signs law on E-excise stamps for cigarettes and alcohol

The automated system will independently calculate the amount of excise tax, issue invoices for ordered stamps, and ensure safe payment

Ukraine's President Volodymyr Zelensky has signed a law that envisages the introduction of an electronic excise stamp from 1 January 2026.

This is stated on the Verkhovna Rada website.

The law provides for the implementation of new methods of control over the payment of excise tax on certain goods. In particular, with the help of the E-stamp, it will be possible to:

  1. Track the movement of alcohol, tobacco products, and liquids for electronic cigarettes from the manufacturer or importer to the end consumer.
  2. Monitor whether excise taxes for these goods were fully and timely paid.
  3. Every citizen is given the opportunity to identify the product and check if the item is legal in its origin.

In addition, as noted, the creation of an electronic system for the circulation of excise goods will open the possibility for electronic communication between government agencies and business entities. This system will replace the outdated process of ordering paper excise stamps. The automated system will independently calculate the amount of excise tax, issue invoices for ordered stamps, and ensure safe payment.
