During martial law, the movement of goods through third countries is permitted, except for the aggressor state, with confirmation of customs control in those countries

Ukrainian President Volodymyr Zelensky has signed a law that aligns the procedure for determining the country of origin of goods with the EU Customs Code. It marks another step in the customs Euro-integration.

According to the law, the country of origin of goods will be considered:

The law also foresees restrictions on economically unjustified manufacturing and technological operations. Such operations are carried out to evade the application of measures.

So, the law, during martial law, allows the temporary movement of goods through third countries, if they are under customs control and remain in an unchanged state, except for the territory of the occupant state (aggressor). To confirm this, certificates issued by the customs authorities of transit countries containing relevant information about the whereabouts of the goods will be used.
