Polish authorities will impose their own ban on imports of Ukrainian grain even without the EU's consent

The Polish government has issued a resolution calling on the European Commission to extend the ban on imports of Ukrainian grain into the EU beyond September 15, when the previous restrictions expire.

If the European Union does not do so, the Polish authorities will impose their own ban on the import of certain agricultural products from Ukraine. It will remain in force until Ukraine and Poland reach a bilateral agreement on resolving agricultural issues. The reason is called "protection of Polish farmers".

In turn, Ukrainian Prime Minister Denys Shmyhal said that if this happens, Ukraine will be forced to apply to WTO arbitration for compensation for damages due to violations of the General Agreement on Tariffs and Trade.

According to him, Ukraine had no intention of harming Polish farmers and appreciates the support of the Polish people. However, Shmyhal calls what is happening "a violation of trade law in favor of pre-election political populism."

In July, Poland, Bulgaria, Hungary, Romania, and Slovakia agreed on a common declaration that bans the import of Ukrainian grain into these countries, but allows for its transportation through their territories for third parties.

This scheme was established on May 2 by the European Commission to replace the unilateral restrictions imposed by Bulgaria, Poland, Slovakia and Hungary. These measures were necessary to ensure that cheap Ukrainian grain does not harm the sales of grain products of local producers.
