The Verkhovna Rada registered the bill No. 9081-1 on restricting members of banned parties in state governance.
It should be noted that this is an alternative draft. The day before, document No. 9081 was submitted to the parliament, which banned people who were members of banned pro-russian parties at the beginning of the full-scale invasion from running for the Verkhovna Rada and city/village councils.
An alternative bill proposes to start from a different date, namely 19 February 2014, as the armed aggression against Ukraine has been going on for over 9 years. In addition, the authors of the document (Vitaliy Bezhin, Roman Lozynskyi, Olena Shuliak and others) consider it necessary to expand the list of positions to which access of persons associated with pro-russian parties is restricted. These include civil service category A, members of the Cabinet of Ministers of Ukraine – ministers, and the President of Ukraine.
Besides, the document expands the list of entities covered by this law – this refers not only to persons elected from a banned party, but also to persons who, at the time of the temporary occupation of certain territories of Ukraine, were or still are members of a parliamentary group formed by the relevant parliamentary party.
A corresponding list of Ukrainian citizens will be formed. In particular of those, who at the time of the beginning of the temporary occupation of certain territories of Ukraine by the russian federation and until the full restoration of Ukraine's state sovereignty over the temporarily occupied territories, participated in the government by being elected from a party whose activities are prohibited and/or who were (are) members of a parliamentary group formed by a party whose activities are prohibited.
