Details. It is noted that Deputy Fedorov introduced to the State Duma a draft concerning the cancellation of the USSR State Council Decree “On Recognition of Independence of the Republic of Lithuania.”
Background. The process of Lithuania’s exit from the USSR was painful and had casualties among civilians as Soviet armed forces tried to suppress the mass movement towards independence.
After the August Coup, internal problems in russia worsened critically. On September 6, 1991 at a meeting of the USSR State Council, a government body created at V Extraordinary Congress of People’s Deputies, presided by Mikhail Gorbachev, the independence of Lithuania, Latvia and Estonia was recognized.
