Ukraine plans to launch a counteroffensive in the spring. In mid-December, Ukrainian Armed Forces Commander-in-Chief Valeriy Zaluzhny said that he needed 300 tanks, 700 infantry fighting vehicles and 500 howitzers to "reach the frontlines on February 23, 2022."

The head of the Main Intelligence Directorate of the Ukrainian Defense Ministry, Kyrylo Budanov, claimed that the ultimate goal is to return to the 1991 borders, i.e., the liberation of all territories, including Donbas and Crimea. According to him, the fighting will be "the hottest" in March, after which the Ukrainian Armed Forces "will inflict a final defeat on Russia."
