russian President vladimir putin has signed a decree that "legalises" the mass deportation of residents of the temporarily occupied territories of Ukraine.

This is stated in a report by the Institute for the Study of War (ISW).

According to the report, on 27 April, putin signed a decree on the peculiarities of the legal status of certain categories of foreign citizens and stateless persons in the russian federation, which defines persons living in the territories occupied by russia, who have expressed a desire to retain their current citizenship and refused to accept russian passports as "foreign citizens" and stateless persons currently residing in the russian federation.

Analysts believe that this decree enshrines coercive methods of involving residents of the occupied territories in obtaining russian passports, and sets the conditions for deporting Ukrainians who do not agree to become russian citizens.

It is noted that the russian authorities also continue other attempts to deport Ukrainians, especially children, to russia under various schemes.

"ISW continues to assess that all lines of effort aimed at deporting Ukrainians to russia may constitute a violation of the Geneva Convention on the Prevention and Punishment of the Crime of Genocide, as well as a potential deliberate ethnic cleansing campaign," the report says. 

Previously. The Parliamentary Assembly of the Council of Europe unanimously adopted a resolution that classifies the transfer of Ukrainian children to russia as genocide.
