The Cabinet of Ministers has specified the special conditions for providing domestic waste management services during a certain period.
This is stated on the Cabinet's website.
Special handling of domestic waste takes place in territories where combat operations are (were) conducted or temporarily occupied by the russian federation, as well as during the aftermath of emergencies of a technological, natural or military nature.
It is noted that these services are provided given the availability of functional machinery and equipment; a sufficient number of personnel to handle waste; the availability of fuel, repair materials or other resources, as well as safe routes for the transportation of domestic waste.
The provision of such services is limited given the availability of functional machinery and equipment; the possibility of supplying fuel, repair or other materials or resources; damage, destruction or mining of waste management facilities; the possibility of safe transportation of domestic waste; the emergence of a danger of transporting domestic waste.
However, the corresponding services are impossible in case of damage or destruction of machinery and equipment; damage, destruction or mining of waste management facilities; the emergence of a danger of transporting domestic waste; the absence of personnel to carry out operations or their insufficient number; the impossibility of supplying fuel, repair or other materials.
According to the resolution, within 90 days from the day of the cessation of a state of war, as well as after the completion of the elimination of the consequences of emergencies, the authorised body must either close the temporary storage sites for domestic waste or make them comply with the requirements of the law.
