Cabinet of Ministers approves director of Malyshev Plant as head of Ukroboronprom – Media
Herman Smetanin has already received directives from the President for the position of head of the defence company

The Cabinet of Ministers has confirmed Herman Smetanin, director of the Kharkiv Malyshev Plant, as the new head of the state concern Ukroboronprom.
This is reported by the Economichna Pravda outlet.
"After university, Smetanin started working at the Kharkiv Morozov Machine Building Design Bureau. And within a few years, the design engineer managed to work at the Lviv Armoured Plant, as production director at the Malyshev Plant, then at 28 became the director of the Kharkiv Armoured Plant, and after a short while became the CEO of one of the industrial giants – the Malyshev Plant," the report says.
President Volodymyr Zelensky has set Smetanin three main tasks at Ukroboronprom: to increase the production of all weapons, to clean up the industry from corruption, and to complete the reform of the defence sector.
As noted, the main problem for Ukroboronprom during the tenure of the previous Head of the company, Yuriy Husev, was the missile programme. Last year, its very ambitious updated goals were approved.
As stated by the Economichna Pravda, according to the new plans, Zelensky was promised, among other things, that by May 2023, Ukrainian Sapsan missiles (export name Thunder-2) would massively destroy russian military infrastructure deep within russian territory.
However, sources claim that Husev could not cope with the tasks related to the missile programme.
Background. The transformation of Ukroboronprom into a joint-stock company is currently blocked due to the removal of items in the government decree. The corporate reform is designed to minimise political influence on the defence industry and create mechanisms for their accountability for the achieved results to society.
