At a two-day summit of leaders from the European Union, Latin America and the Caribbean, Brazilian President Luiz Inacio Lula da Silva said the world is tired of Russia's war in Ukraine. Lula also criticized Chilean President Gabriel Borich for his stance against Moscow.

"The world is getting tired. Countries are getting tired," Lula told reporters in Brussels on Wednesday. – "So there will come a time when there will be peace. And then there should be a group of countries that can talk to Russia and talk to Ukraine."
In the final communiqué of the summit, the participating countries could not agree on a direct condemnation of Russia for the war it has unleashed.
Nicaragua refused to sign the document. Lula avoided naming Moscow as the main culprit in the conflict, saying that Zelenskiy and Joe Biden were also to blame for failing to continue negotiations with Putin.
Lula instead criticized Chilean leader Gabriel Borich, who called on Latin American leaders to clearly condemn the war, arguing that Russia has violated international law and that "today it is Ukraine, tomorrow it could be any of us."
"Perhaps the lack of the habit of participating in these meetings makes a young person more greedy, more hasty," Lula said in response. – "We have to understand that not everyone agrees with us, not everyone is in the same hurry, has the same views on something.
Cuba and Venezuela also opposed the condemnation of Russia, opposing a tough stance, officials said.
According to a senior diplomat, Lula was afraid of losing Russia's favor. However, French President Emmanuel Macron praised him as "capable of building bridges."
EU officials say the final communiqué is a major achievement because it mentions the "war against Ukraine" and was signed by all countries except Nicaragua.
