The European Council has decided to impose restrictive measures against seven russian individuals and five organizations responsible for a digital information manipulation campaign called RRN (Recent Reliable News) aimed at distorting information and spreading propaganda in support of russia's war against Ukraine.

The campaign, which involves state bodies and entities affiliated with the russian government, uses fake web pages masquerading as national media and government websites, as well as fake social media accounts, the European Council said.

According to the European Council's website, the sanctions list includes, in particular, the following:

"Inforos, an online publication that, according to the EU, is closely linked to russia's military intelligence service (GRU) and is responsible for creating more than 270 online resources that spread propaganda in support of russia's aggressive war against Ukraine. The three founders of the company were also sanctioned.

Dialog is a russian non-profit organization created by the moscow Department of Information and Technology and closely linked to the presidential administration.

The Institute of the russian Diaspora, as well as the Agency for Social Design and Structura National Technologies (in the European Council's text – Structura National Technologies) are two russian IT companies allegedly involved in the russian digital disinformation campaign RRN (Recent Reliable News).

Sanctions were also imposed on a number of well-known representatives of the above organizations.

"We are targeting those who manipulate and interfere with information as part of russia's broader hybrid campaign against the EU and its Member States. With these new lists, we are sending a clear message that we know how they manipulate our information space and how they operate. We are determined to prevent, deter and respond effectively to these threats with new tools," said Josep Borrell, EU High Representative for Foreign Affairs and Security Policy.
