Specifically, it allows for such an exchange without the need to undergo corresponding practical and theoretical tests

The government has ratified an agreement with the Lithuanian Government on the mutual recognition and exchange of national driving licences, signed on 30 May 2023 in Brussels.
This was reported by Taras Melnychuk, representative of the Cabinet of Ministers in the Verkhovna Rada.
The agreement sets forth the obligation of the parties to recognise and exchange national driving licences based on the principle of reciprocity.
Moreover, according to Melnychuk, the agreement provides for conducting such exchanges without the necessity of taking relevant practical and theoretical tests. It also establishes the correspondence between the driving licence categories of the two states and determines the mechanism for verifying the issuance of a driving licence submitted for exchange.
