According to sources, at a meeting with his Turkish counterparts, he will seek to enforce sanctions against Russian legal entities and financial networks associated with the Hamas group, which the United States and the EU recognize as a terrorist organization.
Washington has already sent warnings to several other Turkish companies about possible sanctions that would damage their ties to the Western financial system, the newspaper's sources say.
Nelson's visit signals new problems in the tense relations between the two countries, Bloomberg writes.
Turkey considers Hamas not a terrorist organization but a "liberation movement."
In addition, U.S. officials are concerned about Ankara's refusal to join the unilateral U.S. sanctions against Russia, in particular against ships and airlines, the sources explain.
The Turkish authorities believe that imposing sanctions on Russia will complicate their mediation efforts to restore peace in Ukraine.
At the same time, Turkey is interested in establishing relations with the United States, Bloomberg notes. First of all, Ankara wants to enlist the support of President Joe Biden to conclude a deal to buy F-16 fighter jets and modernize them.
