The US Treasury issued several licenses that make imports possible despite sanctions

After the war in Ukraine began in March 2022, the United States imposed a ban on energy imports from Russia, but the Treasury Department issued several licenses that make imports possible.
According to the United States Foreign Trade Statistics database, in November 2023, the United States imported $749,500 worth of crude oil of Russian origin.
Prior to that, the last import of Russian oil to the United States took place in April 2022.
Such imports, despite the sanctions, were made possible under separate licenses issued by the Office of Foreign Assets Control of the US Treasury.
A complete embargo on oil supplies to Western countries and a price ceiling for sales to third countries were supposed to reduce oil revenues to a minimum.
However, this measure was not so effective: India and China have largely replaced Western countries, and a new market has emerged in Asia with oil prices in yuan and rupees.
Background. Meanwhile, it was reported that over the past month, 14 tankers carrying Russian oil have been "behaving strangely" due to the imposition of US sanctions against the companies that own the vessels.
