Government bans issuing passports to Ukrainian men aged 18 to 60 abroad

Ukrainian men aged 18-60 will no longer be able to obtain a passport of a citizen of Ukraine or a foreign passport abroad.

According to a Cabinet of Ministers resolution, they will now be able to obtain these documents only at a territorial body or territorial subdivision of the Migration Service.

"A male citizen of Ukraine aged 18 to 60 years old can obtain a passport of a citizen of Ukraine and a passport of a citizen of Ukraine for travelling abroad at a territorial body/territorial unit of the SMS.

Such passports may not be sent to a separate subdivision or foreign diplomatic mission of Ukraine to organise their issuance," the Cabinet of Ministers said in a statement.

It is noted that these requirements do not apply to Ukrainian men (18-60 years old) who have the right to cross the border during martial law.

Background. As a reminder, on 23 April, Ukrainian Foreign Minister Dmytro Kuleba confirmed reports of the suspension of consular services for Ukrainian men of mobilisation age abroad.

The Ministry of Foreign Affairs later explained that after the law on mobilisation enters into force on 18 May 2024, "the process of accepting and reviewing applications for consular actions will continue, taking into account the new requirements arising from the provisions of the law".
