The company has 23 years of experience of scheduled and charter special cargo and passenger operations in 6 countries.

Aircompany Constanta specializes in aviation support of humanitarian, peacekeeping, and disaster relief operations under auspices of global international organizations and governmental programs in remote areas with complex environmental and operational conditions. In particular, the company currently operates in African countries such as Somalia, the Democratic Republic of the Congo, South Sudan, as well as in Slovakia and Turkiye.

Since 2019, Aircompany Constanta has been an official Flight Services Vendor for the UN and has certification from the European Aviation Safety Agency (EASA) and the UK certification for third countries' air carriers (UK TCO Authorization). The company is a registered air carrier of the World Food Programme, as well as service provider for the EU Mission in Mali (EUTM), the US Department of Defense Logistics Program in the Middle East (LOGCAP IV), the African Union (AU).

Aircompany Constanta is the world's largest operator of Ukrainian Antonov aircraft. Own facilities, technical bases and stocks allow us to execute maintenance and overhaul repairs of Antonov family aircraft types in the most efficient manner, both in terms of cost and timing, as well as facilitate introducing new types of Ukrainian-made aircraft to the market in the future.

The company provides innovative solutions in air transportation with An-26, An-26-100, An-74TK-100 aircraft, along with high quality project management and operational support.

Company’s Headquarters (Main office) and Main Maintenance Bases, both certified by the State Aviation Administration of Ukraine (SAAU), are located in Zaporizhzhya.

Another company’s Office and SAAU-certified Main Maintenance Base are now located   Trencin, Slovakia. Aircompany Constanta has officially approved Line Maintenance Bases deployed in Maribor (Slovenia), Dalaman (Turkiye), Juba (South Sudan), Mogadishu (Somalia), and Goma (DR Congo).

By order of the Deputy Prime Minister - Minister of Development of Communities, Territories and Infrastructure of Ukraine dated August 4, 2023 No. 666, Aircompany Constanta was recognized as a critical infrastructure entity, vital for economic and social functioning during a special circumstances/emergency. By order of the Ministry of Development of Communities, Territories and Infrastructure of Ukraine dated July 27, 2023, Aircompany Constanta is also assigned as an operator of critical infrastructure facilities in the aviation transport sector.

HISTORY

Aircompany Constanta was founded in 1998 in Zaporizhzhya on the basis of the State Enterprise "Ukrainian Airlines" in course of privatization. Until December 2016, the PrJSC Aircompany Constanta’s shareholders were companies owned by businessman K.I. Grygoryshyn. (Energy Standard Projects Limited, JSC Energy Standard Group).

As of 2016, the company was on the brink of bankruptcy and preparing for liquidation. The personnel counted only 34 people, with not a single pilot amongst. And the fleet consisted of five Yakovlev Yak-40 aircraft, which were actually non airworthy.

In December 2016, AP Holdings Limited (UAE) acquired a stake in PrJSC Aircompany Constanta in the amount of 99.8116% of the authorized capital. Since 2018 AP Holdings Limited became the owner of 100% of the shares.

Since 2021, 98% of the of PrJSC Aircompany Constanta shares belong to Mr. Roman Mileshko, citizen of Ukraine, and  2% of the shares belong to Mr. Mikhail Moiseenko, citizen of Ukraine.

As a new shareholder, Mr. Roman Mileshko implemented a comprehensive investment program to modernize the enterprise’s aviation facilities in Zaporizhzhya. The company attracted professional management and high-level flight crew and aviation engineering staff. The company's strategy was reoriented towards more promising markets. The company commenced flight operation to EU, Africa, and the Middle East. The focus became the provision of cargo, passenger, transport and sanitary aviation services in remote areas with complex and adverse environmental and operational conditions.

Aircompany Constanta key international projects

In 2017–2019 – aviation support for peacekeeping humanitarian projects in Central and East Africa.

Since 2018 - aviation support for the US government program in the Middle East.

In 2019–2021 – aviation support for EU humanitarian projects in Mali.

Since 2019 – special cargo air charter operations in the EU.

In 2020–2022 – aviation support for EU humanitarian projects in the country of Niger.

Since 2019 - aviation support for international peacekeeping operations in South Sudan, Somalia and the Democratic Republic of the Congo under long-term contracts.

During the period from 2017 to 2023, the company transported more than 50 thousand passengers and 14,500,000 kg of cargo. As of the end of 2021, Constanta Airlines was executing four long-term UN contracts and three short-term "on call" contracts.

Currently, the company's fleet comprises 13 aircraft, including An-26, An-26-100 and An-74TK-100. There are plans to purchase a new type of aircraft - the Boeing B737 Cargo in 2024.

The company has established and sustained a full cycle of maintenance and modernization of aircraft manufactured by the ANTONOV State Enterprise, including An-32, An-2 types, and also aircraft operated by other operators. This ensures efficiency, flexibility and independence from maintenance service providers, as well as facilitate aircraft operation quality monitoring. In cooperation with the companies State Enterprise Antonov, Ivchenko-Progress, Motor Sich and other Ukrainian enterprises, the respective certification and technical basis has been elaborated and implemented for Antonov family aircraft recovery and modernization.

The company's aircraft equipment has official supporting documents from EASA, FAA and UK CAA - the leading regulators in the field of civil aviation in the world, which indicates the fleet compliance with international standards and requirements for passenger and cargo transportation in Europe and the USA.

The company has certificates of conformity:
• Quality Management System ISO9001:2015;
• Quality Assurance and Compliance Monitoring according to EU technical requirements;
• Approved Maintenance Organization Quality Assurance system (Part-145);
• Continuing Airworthiness Management Organization Quality Assurance system (Part-M).

The Constanta’s SAFA ratio – the flight safety level indicator, from February 2022 to February 2023 was counted zero, which means there were no findings from the European Aviation Safety Agency (EASA) inspectors, and that is the best rating among Ukrainian air carriers.

The company’s staff undergoes annual advanced training within the framework of Ukrainian and international training programs. As of 2023, the company has 242 employees: flight crew, aviation engineers and mechanics, management, administrative and support staff.

Ukrainian businessman Roman Mileshko is a third-generation aviator. In addition to the shares of Aircompany Constanta, he also owns XENA LLC (100% of shares), H3Operations LLC (100% of shares), and MS Avia Grade Research and Production Company LLC (51% of shares).

XENA LLC is a leading provider of aerial firefighting services worldwide. The company's specialists have experience in extinguishing fires in Portugal, Greece and Turkey. The company operates the unique Antonov An-32P aircraft and the multi-functional An-2 to fight forest fires and provide aviation support in emergency situations.

N3Operations LLC operates a fleet of Mi-8/17 helicopters to provide rotary wings services in adverse geographical and environment conditions. The company also performs firefighting aerial works. In cooperation with other Ukrainian companies, it develops and modernizes Mi-8/17 components aiming to complete replacing of ex-Soviet and Russian-made components with those by Ukrainian and leading Western manufacturers.
