Energy certification for green investment projects is now mandatory – Ministry of Ecology

The Cabinet of Ministers of Ukraine has amended the Procedure for consideration, approval and implementation of targeted environmental (green) investment projects implemented as part of Ukraine's commitments under the Kyoto Protocol to the United Nations Framework Convention on Climate Change.
This was reported by the press service of the Ministry of Environment.
In particular, the Cabinet of Ministers of Ukraine has supplemented the list of documents to be submitted to the Ministry of Ecology for the implementation of relevant projects for the construction and overhaul of buildings (their thermal modernisation). From now on, applicants must also provide an energy certificate in the package of documents.
"When selecting projects, preference will be given to those that involve the simultaneous modernisation of heat supply systems. This will help to reduce the consumption of fuel, electricity and industrial water, i.e. their economical use," the ministry said, citing the text of the resolution. By the way, the document has not yet been published.
The Kyoto Protocol obliges developed countries and countries with economies in transition to reduce or stabilise greenhouse gas emissions. It came into force in Ukraine in 2005. The Ministry of Environment reminded that Ukraine had already implemented several projects aimed at reducing emissions. These include replacing the vehicles of the National Police of Ukraine with new hybrid cars, as well as modernising the cars of the Kyiv Metro.
In 2021 alone, Ukraine completed 8 projects of targeted environmental (green) investments with a total value of 159.88 million UAH. Thanks to their implementation, greenhouse gas emissions were reduced by 857.22 tonnes of CO2-eq over the year.
On 4 November 2016, the Paris Climate Agreement came into force, replacing the Kyoto Protocol. Unlike the Kyoto Protocol, the Paris Agreement stipulates that all countries, regardless of their economic development, are obliged to reduce harmful emissions into the atmosphere.
