Sir Geoffrey Noyce, who was the lead prosecutor at the trial of former Serbian President Slobodan Milosevic, said the news that the Hague Tribunal has issued an arrest warrant for Russian dictator Vladimir Putin is "extremely important, not just symbolic."
He said that this step could "stimulate the process of replacing Putin."
"Enough information is emerging to indicate that some people are unhappy with his leadership," he said.
"Labeling the Russian president and treating him as a criminal around the world" could make regime change "more acceptable and attractive" to Russians, he added.
"It's important because this man is now – as many would say he should have been within weeks of the war starting – branded as a criminal," Sir Geoffrey said.
"This is now the right war, a just war for Ukraine and a criminal war for Russia. And this is extremely important," the prosecutor said.
