The law on payment services came into force in Ukraine
It will be possible to pay taxes and utility bills with electronic money, but after the end of martial law

On 1 April, the Law on Amendments to the Tax Code of Ukraine (regarding payment services) came into force, legalising electronic money and equating e-wallet accounts to bank accounts.
Under the new rules, electronic money can be used to pay taxes and utility bills. However, during the war, the circulation of e-money in Ukraine is limited.
The law relieves businesses of the obligation to provide original supporting documents for corporate payment card transactions in paper form (within 30 days), allowing them to submit supporting documents electronically. Previously, electronic versions of documents were not accepted by the tax authorities, and business representatives do not always have the opportunity to physically submit documents within 30 days.
In addition, the document simplifies the procedure for reporting on business trips of employees – if an employee does not withdraw cash, only an account statement and supporting documents (if any) are required; reporting to the Tax Service is required if the reporting person uses cash (except for daily expenses). Such a report can be prepared in any form (however, the mandatory details specified by law must be included) and submitted in paper or electronic form.
The deadline for re-licensing payment service operators was also extended from 1 February to 1 May 2023.
