Abramovich's money from the sale of Chelsea may soon go to victims of the war in Ukraine

The British authorities consider Roman Abramovich to be a person close to the kremlin and imposed sanctions on him after russia's invasion of Ukraine. He was only allowed to sell Chelsea on the condition that the money would go to help the war victims.
The 2.35 billion pounds are frozen in the account of Abramovich's firm Fordstam, and consent is needed to transfer the money to the foundation headed by Penrose.
Mike Penrose explains that the formalities took so long to settle, in part, because three governments have changed in Britain during this time.
"But now everything is ready, and we are just waiting. I am confident that the agreement will be fulfilled. We have a world-class board in place and several preliminary programs in place related to health, housing, education and agriculture, so we can start working very quickly," Penrose said.
