Zelensky proposes to Parliament to establish the status of English as one of the languages of international communication in Ukraine
It is noted that "the transformation of the status of the English language in Ukraine is a necessity and a strategic step" towards full membership of Ukraine in the EU

The project establishes rules for the use of English in the work of state and local government bodies, local self-government bodies, emergency assistance departments to the population, at the crossing of the state border, as well as in the fields of education, culture, transport, health care and other spheres.
The relevant draft law has been registered in the Verkhovna Rada of Ukraine.
Requirements for mandatory proficiency in English are set for individuals who aspire to such positions: civil service category A; civil service categories B and C; heads of local state administrations, their first deputies and deputies; military officers serving under contract; middle and higher police staff of the National Police of Ukraine, managerial positions in other law enforcement agencies, managerial positions in civil defence service; prosecutors; in tax and customs authorities; leaders of state economic sector entities.
It is proposed that when crossing the state border of Ukraine, foreigners or stateless persons who do not speak the state language, are subject to control procedures, which are carried out in English or, if necessary, another language that is acceptable to both parties.
In addition, the draft law proposes to improve the proficiency of Ukrainian citizens in English by:
1) Ensuring the mandatory use of English in the educational process for early, younger and middle pre-school children in pre-school education institutions;
2) Ensuring the mandatory study of English by older pre-school children in pre-school education institutions;
3) Mandatory study of English (as the first or second foreign language) in general education institutions, vocational schools and higher education institutions.
In addition, it is envisaged to use English in the cultural sphere by providing informational materials and audiovisual information in English in state and communal cultural institutions, including cultural and artistic events, museums and cinemas.
The draft law proposes that in all types of passenger transport, including railway stations, bus stations, airports, sea and river ports, information, announcements, messages, inscriptions regarding transport service should be provided in English alongside the state language.
In addition, it is envisaged to provide information about the name of the health care institution, its location address, the list of services provided by such an institution, in English as well as the state language.
