The first (inaugural) Ukraine-NATO Council meeting is planned, along with a series of bilateral meetings between Zelensky and the leaders of the Alliance member countries

UPDATED at 3:38 p.m.:

The G7 has prepared long-term guarantees for Ukraine for arms supply: "This is the first instance where such a number of countries have agreed on a comprehensive long-term security agreement of this kind with another country."

The commitments will include the supply of "modern military equipment on land, in the air, and at sea", the training of Ukrainian military personnel, exchange of intelligence, and assistance in the field of cyber defence.

In exchange for this, Kyiv commits to undertake reforms, including the judicial system and civilian control of the Armed Forces.


UPDATED at 1:55 p.m.:

Zelensky commented on the results of the negotiations at the NATO summit: 

"We can state that the summit results are good, but if there had been an invitation, they would have been perfect."


UPDATED at 1:15 p.m.:

Zelensky held negotiations with the Prime Minister of Australia, Anthony Albanese. Following the conversation, the Australian politician announced a new defence aid package for Ukraine, which will include 30 Bushmaster armoured vehicles.


UPDATED at 12:43 p.m.:

Ukraine and Sweden have signed an agreement on the exchange of classified information during the NATO summit. 

"This document opens up great opportunities for both our Armed Forces and Swedish companies, such as SAAB and others," explained the Ukrainian Minister of Defence, Oleksiy Reznikov.


UPDATED at 11:40 a.m.:

The President of Ukraine had a discussion with the Chancellor of Germany, Olaf Scholz – they spoke about security guarantees for Ukraine on its path to NATO. During the conversation, the leaders agreed on additional Patriot air defence systems and missiles from Germany. At present, it is unknown how many systems and missiles Germany is offering.

In Vilnius, a meeting has begun between Zelensky and the Prime Minister of Canada, Justin Trudeau. Primarily, they will discuss armaments for the defenders of Ukraine.


UPDATED at 10:55 a.m.:

Zelensky outlined 3 priorities for Ukraine at the NATO summit:

  • Defence support packages for Ukraine;
  • Invitation to the Alliance;
  • Security guarantees for Ukraine on its path to NATO.

"We require understanding that we have this invitation for when the security situation allows it," commented the President.


UPDATED at 10:37:

Along with Zelensky, Head of the Office of the President Andriy Yermak, Minister of Defence of Ukraine Oleksiy Reznikov, and Head of the Ministry of Foreign Affairs of Ukraine Dmytro Kuleba have arrived in Vilnius. It is expected that they will also participate in the inaugural meeting of Ukraine-NATO.


UPDATED at 10:02 a.m.:

Ukrainian President Volodymyr Zelensky has arrived at the Lithuanian Exhibition and Congress Centre LITEXPO, where the NATO summit is taking place. As reported by Ukrinform, the President gave a statement to the journalists present at the event. 

Meanwhile, Foreign Minister Dmytro Kuleba, in an interview with Radio Svoboda Europe, commented on the progress of the Summit. According to him, Ukraine would be satisfied with "any model that does not replace its NATO membership".

"We don't need another Budapest Memorandum, where we gave up nuclear weapons for empty promises. We will not exchange NATO membership for any promises. Because everyone understands, and our partners understand, that the strongest, most potent guarantee that there will no longer be war in Europe, is Ukraine's membership in the Alliance," he said. In his opinion, after Vilnius, Ukraine's path to the Alliance will become "shorter, but not quicker".


According to the agenda, at 12:35 p.m. a joint press conference is planned to summarise the bilateral meeting between NATO Secretary General Jens Stoltenberg and Ukrainian President Volodymyr Zelensky.

This will be followed by a Ukraine-NATO Council meeting at the level of heads of states and governments (approximately starting at 1:00 a.m.). As the office of the British Prime Minister, Rishi Sunak, informed, Ukraine would learn about the security guarantees provided by the G7 countries, and a joint declaration was expected to be signed.

The schedule for bilateral meetings between Zelensky and the leaders of countries, including with US President Joe Biden, has not been published yet.

A final press conference by Stoltenberg is planned at 3:30 p.m.

The progress of the first day of the Summit was reported earlier by Mind. The main points of the communiqué adopted are:

  • russia bears full responsibility for its illegal, unjustified, and unprovoked aggressive war against Ukraine;
  • Alliance members fully supported Ukraine's right to choose its own security measures;
  • Ukraine's future is in NATO. Alliance members confirmed the commitment they made at the 2008 summit in Bucharest;
  • Ukraine's path to full Euro-Atlantic integration was recognised to had "gone beyond the need for a Membership Action Plan";
  • The Ukraine-NATO Council was decided to be established as a "new joint body where Alliance members and Ukraine sit as equals for promoting political dialogue, interaction, cooperation, and Ukraine's Euro-Atlantic aspirations for NATO membership."
