The Polish company Alfa was contracted to supply the Ministry of Defense of Ukraine with 20,000 ballistic helmets, 50,000 bulletproof vests and 40,000 armor plates. The total amount of the contracts with the company is 3.3 billion hryvnias, or 64.4 million euros.

However, the helmets never arrived in Ukraine, and half of the delivered bulletproof vests failed ballistic tests. In addition, in the past, the company did not provide all the weapons requested and failed to meet the deadlines specified in the contracts.

At the beginning of 2023, Alfa had debts to the Ministry of Defense of Ukraine for more than UAH 3.5 billion under various contracts.

On April 11, 2022, the Ministry of Defense of Ukraine signed a large contract for the supply of 20,000 helmets, 20,000 bulletproof vests, and 40,000 armor plates for them, which the country critically needed at that time. The deal was worth €24.5 million with one hundred percent prepayment.

Alfa was able to deliver all the bulletproof vests and plates from this batch ahead of schedule. However, out of the 16,000 helmets delivered, 11,000 were immediately returned as unsuitable, and another 5,000 remained in the warehouse, unused by the Armed Forces.

Despite the disruption of supplies, on October 25, 2022, the Ministry of Defense again ordered another 20,000 helmets and 50,000 bulletproof vests from Alfa for almost 50 million euros. This time, the helmets did not arrive in Ukraine at all, and half of the delivered bulletproof vests failed ballistic tests.

In April 2022, after the first contracts were disrupted, the Ministry of Defense of Ukraine signed three more contracts with the company worth about UAH 2.6 billion.

The MoD also paid half of the amount for 152-mm shells for the Hyacinth howitzer (€18 million in advance), 152-mm shells for the Dana self-propelled artillery system (€13 million in advance), and 120-mm mortar shells (€1.5 million in advance).

According to UP, only a small amount of this ammunition has arrived, a tenth of the D-30 ammunition arrived late, Ukraine received only a third of the Grad missiles, and the Hyacinths arrived in a condition that did not meet the requirements stated in the agreement.

In total, the Ukrainian Defense Ministry has concluded at least seven agreements directly with the Polish company, as Ukrayinska Pravda has learned. Some of them are already being challenged in the International Commercial Arbitration Court at the Chamber of Commerce and Industry.
