The US State Department will reduce military support for Ukraine compared to the levels of 2022 and 2023. At the same time, Washington seeks to help Ukraine establish its own military-industrial base.

"We will continue to support Ukraine [...] for as long as it takes. This does not mean that we will continue to support it at the same level of military funding as in 2022 and 2023. We don't think that's necessary, because the goal is to ultimately help Ukraine [...] get back on its feet," Miller said.

He called on Congress to pass a bill on additional funding, calling the situation critical. According to him, Ukraine cannot rely solely on its own resources.

"That is why it is still important for Congress to support Ukraine. And it is still important for our European allies and other countries to support Ukraine," the State Department spokesman summarized.

Earlier, Pentagon spokesman Patrick Ryder said that the U.S. Department of Defense has the formal right to transfer $4.2 billion in military aid to Ukraine. However, in fact, this is impossible without a decision of the Congress.

"We are out of money," he explained.

"We have the authority to spend the money from existing funds, but we don't have the ability to replenish the stockpile," Ryder said. This refers to the arms transfer program, which involves sending weapons from warehouses.

Background. The day before, John Kirby said that the money to help Ukraine had run out, and without Congressional approval, there would be no new arms packages.
