The ban by the United States and other Western countries to strike targets on Russian territory with weapons supplied to Ukraine "seriously undermines" Kyiv's ability to defend itself against the Russian offensive in the Kharkiv region.
Source. This was stated by analysts of the US Institute for the Study of War (ISW) in a report on the Russian invasion of Ukraine on Friday, 17 May.
The ISW believes that Western-imposed restrictions on strikes on military targets in Russia have created a "safe haven" in the border areas from which Russian aircraft can launch "bomb and missile attacks" on Ukrainian positions and equipment.
A few days earlier, US officials had reiterated that the White House would not support the use of weapons supplied to Ukraine to strike military targets in Russia.
US Department of Defence spokeswoman Sabrina Singh said on Thursday, 16 May, that the Joe Biden administration has not changed its position on this issue and still believes that US equipment should be used only to liberate the occupied Ukrainian territory.
The Wall Street Journal, citing US and Ukrainian officials, reported on Friday, 17 May, that amid the Russian offensive near Kharkiv, Kyiv asked Washington for more intelligence on the location of troops and military facilities inside Russia.
It is noted that Ukraine plans to strike at them, as before, with weapons of its own production.
At the same time, British Defence Secretary Grant Shapps said at the Sea Power conference in London that his country had allowed Kyiv to strike at the annexed Crimea with British weapons. He explained that the peninsula remains part of Ukraine under international law.
