What happened? The so-called “DPR” and “LPR”, as well as the occupied territories of Kherson and Zaporizhzhia regions are planned to be united into one federal district within russia. Three sources close to the russian presidential administration reported about the creation of a new district.

Details. “The district should come into being after “referendums” on joining russia take place in these territories. Ukrainian territories will not join the existing districts,” one of the sources explained.
According to the Meduza's interlocutors, Boris Rapoport, deputy head of the State Council's department for ensuring the affairs of the State Council, is working on the creation of the district. He had an experience of working on the issues of occupied Donbas in 2014 – at that time he held the position of Deputy Head of the Department for Socio-Economic Cooperation with the CIS countries.
According to Meduza, Rapoport is currently working on recruiting for the administrations of the self-proclaimed republics of Donbass, cities in the DPR and LPR, as well as in the military-civil administrations in Kherson and Zaporizhia regions.
Two referendum dates are currently being discussed. The first one – “in mid-July, if the situation at the front allows.” And the second, “more realistic” – on September 11, the unified day of voting in russia.
Several political strategists, who Meduza spoke with on condition of anonymity, said that they had already received offers to work as “political advisors” in Ukrainian territories. They were offered positions of city deputies. “In order to supervise politics, public life, media, preparation for the referendum. And even social services,” one of them explained.
At the same time, Rapoport, according to two interlocutors of “Meduza”, is now in the Donbass, and also periodically comes to Kherson and Zaporizhzhia regions.
