Hetmantsev: the state did not receive 25 to 30 billion UAH of taxes from the gambling business over the year
The budget received less than 2 billion UAH from licence fees and taxes in total – a little more than 1%

Last year, the gambling business paid 1.9 billion UAH to the state. This amount includes all taxes (VAT, military duty, tax on winnings) and the purchase of licences. It is a little more than 1% of the total volume of operations.
These figures were made public during a meeting of the Temporary Investigation Commission on Economic Security, says MP Danylo Hetmantsev, chairman of the Financial Committee.
Thus, the volume of gambling business operations in 2022 is estimated at 180 billion UAH. According to the MP, last year, the state did not receive 25 billion UAH to 30 billion UAH in taxes. He adds that the Bureau of Economic Security has opened a criminal case, but the details have not yet been made public.
It is noted that tax evasion was carried out with the participation of 9 banks. The participants of the scheme used:
- misdirection – when a player pays not for the game, but for some other service (purchase in an online store, etc.)
- p2p payments, when bank employees convert payments for the game into payments to another person;
- crediting a payment under a gambling code to another company instead of the licensee.
