Half of MoH regulatory instruments should be cancelled, another 25% – modernised – interdepartmental group
In total, the IWG on deregulation analysed 90 instruments
The Interdepartmental Working Group on Accelerated Review of State Regulatory Instruments for Economic Activity (IWG on Deregulation) has recommended cancelling 49% of state regulatory instruments in the areas of competence of the Ministry of Health and subordinate central executive authorities. Another 25% of the instruments – licences, permits, approvals – have been proposed to be modernised.
This was reported by the press service of the Ministry of Economy.
The IWG on Deregulation analysed 90 instruments of state regulation of the Ministry of Health. It turned out that half of them do not have the necessary functionality to protect the interests of the state and society and are duplicative. These refers, in particular, to:
- permits for the production, processing and sale of food and food additives, hygiene and sanitary products, cosmetics and perfumes, alcoholic beverages, tobacco products, household chemicals and children's products;
- permit for the use of hazardous factors;
- approval of documentation for the development, manufacture and use of new machines, mechanisms, equipment, other means of production, new technologies, production processes;
- approval of schemes of pre-project documentation related to district planning and development of settlements, resorts, etc.
In addition, the interdepartmental group recommends cancelling instruments that are outdated:
- an expert opinion confirming that a person has healing abilities and a special permit to practise traditional medicine (healing);
- permission to use essences intended to flavour certain types of products for other products;
- certificate of state registration of a disinfectant;
- a permit to open pharmacies with deviations from the minimum standards for the provision of the population with state and municipal healthcare facilities that sell medicines.
Besides, it is proposed to cancel a number of conclusions of the state sanitary and epidemiological examination for various areas of activity. For example, the conclusion on waste management facilities.
To recap: On 13 January, the Cabinet of Ministers set up an Interagency Working Group on the accelerated review of state regulation of economic activity. According to Prime Minister Denys Shmyhal, there are almost 1,000 state regulatory instruments for business in Ukraine – 528 permits, 224 licences, 157 approvals, and dozens of declarations, conclusions, and certificates. The IWG should analyse them and decide which should be cancelled and which should be optimised.
