Ukrzaliznytsia cancels 150 grain shipments to ports due to violation of bidding procedure
The company will demand compensation from the E-Tender procurement platform
Ukrzaliznytsia has cancelled the results of the bidding on 27 March in the Prozorro.Sale system for 150 grain carload shipments to ports.
This was announced by Valeriy Tkachov, deputy director of the company's commercial department.
"Dear grain shippers, we would like to inform you about the cancellation of the bidding results. TC Fortis LLC became the fictitious winner of the tender," Mr. Tkachov wrote.
The company has no contractual relations with Ukrzaliznytsia. This is a violation of the technical regulations and bidding procedure.
According to him, UZ plans to file a claim for compensation for damages from the cancellation of the bidding results against E-Tender LLC, which held the auction with the participation of the company, and will demand that the site be removed from the list of bidders for the sale of UZ shipments.
Mr. Tkachov added that the platform had repeatedly violated the terms and procedures of the auction, providing access to the auction to companies that did not have contractual relations with Ukrzaliznytsia.
Background. TC Fortis won the Dutch auction on 27 March for the sale of 150 rail shipments in export traffic to ports with a rent payment for UZ grain carriers of 2676.53 UAH per day.
E-Tender is the official platform for public procurement, tenders on Prozorro.Sale and an online platform for property auctions and bidding by commercial companies. Since 2019, E-Tender has been a part of the E-Tech group of companies with e-Docs and Health24.
TC Fortis LLC is registered in Sumy. It specialises in intermediary activities in the trade of agricultural raw materials, live animals, textile raw materials and semi-finished products. The authorised person is Vladyslav Ravishyn.
