MPs propose to exempt binoculars and rangefinders from VAT and import duties
They aim to classify them in accordance with the EU's Combined Nomenclature

The MPs suggest aligning the goods' categories, which are exempt from Value Added Tax and import taxation, with the classification of specific goods according to the Combined Nomenclature, as set out in the relevant acts of European Union law.
This is mentioned in the bills №9467 and №9468.
In particular, the documents propose to exempt from VAT and import duties during the state of war in Ukraine the following items:
- thermal imaging binoculars, monoculars, night vision devices (binoculars and monoculars) that are classified in the subcategories 8525 89 00 10, 8525 89 00 90 according to the UCC FEA;
- rangefinders classified under the product position 9015 10 00 00 in accordance with the UCC FEA.
Furthermore, it is noted that it is necessary to expand the list of UCC FEA codes for night vision devices, as currently the exemption from duties and VAT only applies to thermal imaging binoculars and monoculars, classified under codes 9005 10 00 00 and 9005 80 00 00 in accordance with the UCC FEA.
As the MPs explain, the initiative is caused by the need to align the goods' categories, which are exempt from VAT and import taxation, by classifying the goods according to the EU's Combined Nomenclature (EU acquis), provided that such approaches do not contradict the provisions of the International Convention on the Harmonized Commodity Description and Coding System.
