If China crosses the red line and sells weapons to Russia, Helena Legarda believes that the EU will apply secondary sanctions against those who help Russia.

However, according to her, equipment such as bulletproof vests or drones that can be used in offensive operations on the front line are unlikely to provoke a reaction from the international community.
