China is secretly sending equipment to Russia that is used to equip the Russian army. These shipments of dual-use equipment are indicative of the circumvention of Western sanctions.

And China's exports of ceramics to Russia, a component used in body armor, increased by 69% to more than $225 million, while exports to Ukraine fell by 61% to just $5 million, according to Chinese and Ukrainian customs data.
"It's clear that China, despite all its claims to be a neutral actor, is actually supporting Russia's position in this war," said Helena Legarda, senior analyst specializing in Chinese defense and foreign policy at the Institute of Chinese Studies.
If China crosses the red line and sells weapons to Russia, Helena Legarda believes that the EU will apply secondary sanctions against those who help Russia.
However, according to her, equipment such as bulletproof vests or drones that can be used in offensive operations on the front line are unlikely to provoke a reaction from the international community.
