US imposes export sanctions against Russian titanium producer VSMPO-Avisma and 27 other companies
Inclusion in the "Entity list" means that Americans need to obtain a special license from the Department of Commerce for any export transactions with this company

On Monday, the U.S. Department of Commerce announced the blacklisting of five more Russian companies, including the largest titanium producer VSMPO-Avisma, and 23 other firms from different countries, which, according to the Americans, provide the Russian military-industrial complex, including the production of drones.

Nine other companies, including China's Asia Pacific Links Ltd. and Russia's SMT Eagle, are accused of participating in a scheme to supply sanctioned high-tech components to the St. Petersburg-based Special Technology Center, which produces drones for the Russian military, according to Reuters.
This particular company was subject to Western sanctions last year.
In addition to Russian and Chinese firms, the Commerce Ministry's list includes companies from Germany, Finland, the UAE, Oman, and Pakistan.
Unlike the sanctions imposed by the U.S. Treasury Department, inclusion in the special list of the Ministry of Commerce called the Entity list does not imply freezing of assets or a ban on any transactions. Inclusion in the "Entity list" means that for any export transactions with this company, American firms and citizens need to obtain a special license from the Ministry of Commerce.
Background. A few days ago, Canada imposed sanctions on 42 Russians and 22 Russian institutions, including the Higher School of Economics and MGIMO.
