Londoners can donate cars to Ukraine that are to be scrapped due to new environmental emission standards.

Owners of cars, vans and minibuses who live or run a business in the capital of England can receive a £2,000 scrappage fee and then donate the car to Ukraine for humanitarian or medical purposes.

In order to donate a car to Ukraine, one must submit an application to the charity British Ukraine Aid, after which the request will be reviewed and, if approved, volunteers will collect the car from the owner.

Kyiv Mayor Vitali Klitschko said he supports the British initiative because Ukraine lacks vehicles, especially vans for transporting the wounded near the frontline.

"Ukraine wants the same high air quality as we do, but if you are fighting for your life, this is not your immediate priority. The point of these vehicles is that they will save lives," said Richard Lofthouse, a member of the Car for Ukraine volunteer initiative.

The cars to be donated to Ukraine will be written off under the ULEZ (Ultra Low Emission Zone) programme. A similar ban will apply to most cars with internal combustion engines. The owner of such a vehicle must either hand over the car or pay £12.5 per day for its use in the special zone.

The author of the initiative is the Mayor of London, Sadiq Khan.

For her part, Susan Hall, a Conservative candidate for mayor, criticised the initiative and said she would cancel the programme on the first day if she won the election.

"[Mayor] Khan's ULEZ programme is nothing more than a tax grab, and his scrappage scheme has just driven up used car prices even further. Low-income families, small business owners, and charities are the hardest hit by this daily fee that does little to nothing to improve air quality," Hall said.
