France to provide Kyiv with refurbished Scalp missiles assembled from old components
The solution will cut costs by four times compared to the production of new Scalp missiles

Ukraine is to receive missiles with expired shelf life. The source called the decision very cost-effective, as these missiles are to be disposed of anyway.
France has found a new way to help Ukraine defend itself against Russian aggression. Under the Chrysalis programme, it is planned to transfer long-range Scalp missiles to Ukraine, either expired or assembled from expired components, which will allow France to avoid devastating its own missile arsenal.
Source. This was reported by the media company Radio France Internationale (RFI) on 9 May.
According to RFI, the Chrysalis programme will use Scalp missiles stored in "cocoons" (containers). There are two types of such missiles – unused with an expired shelf life and dismantled, from which components have been removed for use in other Scalp missiles. The missiles stored in the cocoons will be delivered to French factories, where they will be made operational in three months.
Since these missiles are expected to be used quickly against Russia, they will be tested according to a simplified scheme. One RFI source called this plan quite cost-effective, "since the Scalp missiles removed from their cocoons are already destined for disposal".
In January 2024, French President Emmanuel Macron announced his intention to supply Ukraine with 40 Scalp missiles. Around the same time, the Chrysalis programme was launched, RFI notes. Sources told the media company that the solution found would cut costs by four times compared to the production of new Scalp missiles.
The Chrysalis programme is scheduled to be completed this year.
Background. As a reminder, the French authorities have confiscated Villa Suzanne on the Côte d'Azur from the husband of Lyudmila Putin. Human rights activists managed to verify the origin of the funds used to purchase the villa.
