What happened? Ukraine signed an agreement with Turkey and the UN on the resumption of grain exports by sea.

Details. The ceremony took place at the Dolmabahçe Palace in Istanbul and was broadcast live. The Minister of Infrastructure Oleksandr Kubrakov left his signature on behalf of Ukraine, the Minister of National Defence Hulusi Akar signed the document on behalf of Turkey, and UN Secretary-General Antonio Guterres represented the UN.

The President of Turkey expressed his hope that this decision will benefit both Ukraine and russia.

The document provides for maximum safety guarantees for all vessels of the convoy, the creation of a joint coordination centre (JCC) under the auspices of the UN in Istanbul, with the participation of representatives of all parties, and the provision of vessels that partake in this Initiative with inspection groups that will inspect the ships to check the absence of unauthorised cargo and personnel on board.

“No warships, aircraft or unmanned aerial vehicles (UAVs) can approach the maritime humanitarian corridor closer than the distance agreed by the JCC, without the special permission of the JCC and the consultation with all Parties,” the text of the initiative reads.

All parties undertake not to attack merchant and civilian convoy vessels, as well as port facilities. At the same time, all activity in Ukrainian territorial waters will be carried out under the control and responsibility of Ukraine.

The agreement will be valid for 120 days, then it can be extended.

A separate similar document was created for the russian federation, which the party signed first. The document confirms that seaports of Odesa, Chornomorsk and Pivdennyi remain under the full control of the Ukrainian side. 

No other vessels, apart from ones that are intended for the export of grain and related food products, will be in these ports.

In particular, it is emphasised that russian ships will not accompany the grain convoy and will not enter the listed ports.
