MPs intend to resume competitions and submission of declarations for candidates for public office – draft law
Except for state authorities and local self-government bodies located in the temporarily occupied territories or territories of military (combat) operations

The Verkhovna Rada has registered draft law No. 9041 on amendments to the Law of Ukraine "On the Legal Regime of Martial Law" regarding competitions and submission of declarations for civil service and local government positions.
The current legislation states that "during the period of martial law, persons shall be appointed to civil service positions, positions in local self-government bodies ... without competitive selection... on the basis of an application, a completed personal card of the established form and documents confirming that such persons have Ukrainian citizenship, education and work experience in accordance with the requirements of the legislation established for the relevant positions." In addition, applicants do not have to file an income tax return. Both rules have been in force in Ukraine since May 24, 2022.
"During this time, the majority of persons appointed to positions in state and local government bodies do not meet the level of their professional competence," the explanatory note says. That is why the authors of the document (Yulia Klymenko, Roman Lozynsky, and Yaroslav Yurchyshyn) propose to resume competitions and filing declarations (except for state authorities and local governments located in the temporarily occupied territories or territories of military (combat) operations).
In addition, if the draft law is adopted, civil servants for whom the deadline for filing declarations fell during the period of martial law will be required to report their income within ninety calendar days from the date of its termination or cancellation, but no later than three months from the date the document comes into force.
