DTEK Kyiv Regional Grids and DTEK Kyiv Grids disagree with the regulator's decision to impose a fine on 15 March for the debt to NPC Ukrenergo. 

"The debt was formed for objective reasons – the war and the company's shortage of funds. In particular, the level of electricity distribution and payments for utilities has decreased significantly. At the same time, the companies' needs for funds to restore the power grids destroyed by shelling and hostilities have increased. The companies were forced to allocate all funds for repairs to provide Kyiv and Kyiv Oblast residents with electricity," the statement reads.

DTEK adds that despite the shortage of funds, it partially repaid the debt. And due to the regulator's decision, the money that could have covered part of the debts will be used to pay off the fine. 


The National Commission for State Regulation of Energy and Public Utilities (NEURC) has fined DTEK Kyiv Grids and DTEK Kyiv Regional Grids 85,000 UAH for debts to NPC Ukrenergo under dispatching service agreements.

This is reported by the regulator's press service.

It is noted that the inspections were carried out at the request of Ukrenergo and covered the activities of the companies during the period from 1 January 2021 to 30 September 2022. The regulator found that the companies had violated the requirements of the laws and regulations governing the functioning of the electricity market and violated the Licence Conditions for electricity distribution in terms of debts to NPC Ukrenergo under contracts for the provision of dispatch (operational and technological) control services.

Apart from the fine, the regulator ordered the companies to pay off the debt to Ukrenergo for dispatch (operational and technological) control services until 1 June 2023 and notify the National Commission of this. 

Currently, DTEK Kyiv Regional Grids' debt to NPC for dispatch control services since August 2022 is 284 million UAH.
