MPs in the first reading allowed ministries to raise funds for the restoration of the state – Melnychuk
This includes the possibility to open accounts with the NBU

Members of the Verkhovna Rada have adopted as a basis the government's bill No. 8433 on the use of funds from accounts to support Ukraine.
This was announced by Taras Melnychuk, representative of the Cabinet of Ministers in the Verkhovna Rada.
The document proposes to allow budgetary institutions to open accounts with the National Bank of Ukraine to collect voluntary contributions from individuals and legal entities for the duration of martial law and the budget period following the year in which this state is terminated or cancelled, with a special regime for the use of these funds.
Such funds are sources of formation of the special fund of the State Budget of Ukraine. It is noted that the Cabinet of Ministers may reallocate these funds between the main spending units of the state budget, taking into account their intended purpose with the opening of new budget programmes, including transfers to local budgets.
