The government is to approve amendments to the state Affordable Loans 5-7-9% programme in the near term. Anti-war and anti-crisis (Covid) loans will be removed from the programme. 

This was reported by Kateryna Rozhkova, First Deputy Head of the National Bank of Ukraine, in an interview with the magazine "TOP-100. Ratings of the Largest Banks".

"These are not new funds that were provided to new borrowers as working capital, but in fact, they were re-lending to customers. They reduced the pressure on the client, helped banks, but they did not have a positive impact on the economy as a whole," Ms. Rozhkova explained. It was noted that the updated design of the programme would provide for lending to businesses and borrowers who contributed to GDP growth.

According to the latest data from the Ministry of Finance, under the Affordable Loans 5-7-9% state programme, Ukrainians received 7.1 billion UAH in anti-crisis loans and 55.4 billion UAH for anti-war purposes during the martial law period alone. In total, 23,629 loan agreements were concluded for a total of 94.4 billion UAH (including 17,990 loan agreements worth 50.87 billion UAH by public sector banks).
